Drafting of Legislation and Law Reform

Gallagher Shatter has been directly involved in the preparation of draft Parliamentary bills and amendments to already published legislation at the request of commercial and voluntary bodies. Work undertaken in this context has substantially impacted on legislation enacted by the Irish Parliament over the past 20 years.

Alan Shatter has been a member of Dail Eireann (the Irish Parliament) for over 25 years (apart from a break from 2002 to 2007 when he failed to be re-elected to the Dail), and in that capacity published a substantial number of Private Members Bills, including the Criminal Justice (Community Service Orders) Bill, the Environmental Protection Agency Bill, the Refugee Protection Bill, the Genetic Fingerprinting Bill and the Prevention of Incest (Amendment) Bill. All of these measures ultimately resulted in Government Legislation. He was the only member of the Dail to have had four Private Members Bills directly enacted into Law. These are the Judicial Separation and Family Law Reform Act, 1989, the Adoption Act, 1991, the Landlord and Tenant (Amendment) Act, 1994 and the Protections for Persons Reporting Child Abuse Act, 1998. These are part of current Irish Law.

Gallagher Shatter takes a special interest in the area of Law Reform. Brian Gallagher is a member of the Law Society of Ireland's Law Reform Committee and has made a particular study of the law relating to Mental Health.
