About Brian

Brian is a consultant with the firm since 2015, having been one of the founding partners of Gallagher Shatter (as successor to Brian’s father’s practice, Richard F. Gallagher & Son).


Brian is widely recognised by his peers as being one of the foremost conveyancing and property law practitioners in the State. Brian has over forty years’ experience in all aspects of property law and practice, and has acted regularly as expert witness in property related court cases.


His areas of expertise include Residential and Commercial Property Conveyancing and Leasing, Wills, Enduring Powers of Attorney, Employment Law, Trade Union Law, Diplomatic Law, and Judicial Review.

Brian is a former Chairman of the Conveyancing Committee of the Law Society of Ireland and is a former President of the Dublin Solicitors' Bar Association. As a member of the Conveyancing Committee of the Law Society of Ireland he worked extensively on the family law aspects of Conveyancing Law and practise.


Brian was also a member of the Law Society of Ireland's Law Reform Committee.


He has extensive experience in Commissions of Inquiry, having represented clients in the Morris Tribunal, the Gary Douch Inquiry, and the Fennelly Commission.


Brian is author of "Annotation of the Powers of Attorney Act, 1996" published by Roundhall Sweet and Maxwell in 1998, the Third Edition of which was published in October 2010. He is also co-author with Cathy Maguire BL of "Civil Service Regulation" published by Bloomsbury in May 2011.
